Police ID 71-year-old pedestrian killed in Silver Spring crash

WASHINGTON — A pedestrian was killed in a crash Thursday night in the White Oak neighborhood of Silver Spring, Maryland, police said.

Montgomery County police identified the woman as 71-year-old Elaine Rowena Allen. They said Allen was struck around 6:40 p.m. Thursday in the 10700 block of Columbia Pike/Route 29. She died at the scene, said Capt. Paul Starks with Montgomery County police.

Allen was struck by a white 2010 Ford E250 van driven by Carter L. Cockrell, a 75-year-old D.C. man. Cockrell stayed at the scene of the crash, police said.

Police are investigating the victim’s direction of travel as well as whether she was struck by another vehicle.

“We believe the pedestrian was attempting to cross the street. As far as the direction of travel, or exactly what lane, the relationship to a crosswalk — all of that is part of the investigation,” Starks said.

The investigation is ongoing and a crash reconstruction team is piecing together what happened there.
