Police make arrest in Chillum rape hours after attack

WASHINGTON — A D.C. man with a history of voyeurism is charged with raping a woman twice inside her Chillum home and stealing $40 and a cellphone.

Juan A. Randolph, 27 of 51st Street SE, D.C., is also charged with assault, burglary, robbery and two sex offense charges among others.

According to court documents, Randolph forced his way into the victim’s home Wednesday night. He threatened to shoot the woman and demanded money. She gave him $40 out of her wallet.

He then forced her into a bedroom where he raped and performed forced sex acts on her. He left the room only to return and rape her again. He threatened to kill her if she yelled, court records say.

Randolph stole a black Samsung Galaxy and left.

Several hours later, Prince George’s County police found Randolph hiding in a kitchen cabinet in his D.C. apartment along with the Samsung cellphone.

Randolph told police that he suffers from “black outs” and the last time he had an episode he committed “a crime.”

Court records did not say what led investigators to Randolph.

He was charged with being a peeping Tom in Baltimore in 2006, court records say.

And he was convicted of a misdemeanor voyeurism charge in D.C. in 2014 and sentenced to 18 months probation, according to D.C. court records.
