President Donald Trump granted a full pardon to Douglas Jemal late Tuesday, making the D.C. developer one of dozens the president granted clemency to in one of his final acts as president.
Jemal, who was convicted of fraud in 2006, is the founder of Douglas Development, which owns millions of square feet of real estate around Greater Washington and in other markets. The company topped our most recent List of largest commercial real estate developers based on its 3.77 million square feet under construction in 2019, according to Washington Business Journal research.
In 2007, Jemal was sentenced to five years probation and a $175,000 fine for wire fraud, a felony. The sentence followed a trial in which Jemal was also facing more serious bribery and conspiracy charges — prosecutors alleged Jemal and others in the company provided a city official with gifts in exchange for lucrative real estate deals. Jemal was found not guilty of those charges.
