WASHINGTON — Police arrested a Virginia man near a Stafford County school property who wasn’t wearing any clothes and was stuck in a fence.
The sheriff’s office responded to a call at about 9:30 a.m. regarding a naked man who was stuck in a fence and masturbating near Anne E. Moncure Elementary School.
When a deputy arrived, he found 30-year-old Justin James Rutley, of Beaverdam, Virginia. The Stafford County Sheriff’s Office said in a news release that Rutley’s legs were stuck in a fence, and he was covered head-to-toe in scratches “from thickets in the area” where he was found.
The deputy covered Rutley in a blanket and took him into custody. Rutley appeared nervous and made a series of incoherent statement, the sheriff’s office said.
He is charged with indecent exposure, masturbating in public and disorderly conduct.
