Fairfax man accused of running over 75-year-old woman charged with murder

WASHINGTON — The man who police say ran over an elderly woman crossing a Fairfax street in April and was later involved in a bizarre theft at a nearby shopping mall, has now been charged with murder.

Police said Kenan Ozcan, 32, struck 75-year-old Maria Amaya de Ascencio April 14 as she attempted to cross Rugby Road near U.S. 50. Ozcan, who was driving a Dodge Dart, turned his car around and ran over her a second time, police said.

A grand jury indicted Ozcan with murder, Fairfax County police announced Tuesday.

Ozcan was initially charged with felony hit-and-run and has been held without bond in the Fairfax County jail since April.

Authorities have said they do not believe Ozcan knew de Ascencio and, at the time, said they were investigating whether he intentionally ran her over.

Ozcan was arrested hours after the hit-and-run crash after police said they received a report of a man acting strangely at a Fair Oaks area shopping center about a mile form the crash site. A woman told police Ozcan accosted her and stole her earrings after she attempted to take his picture. Police said Ozcan’s car had front-edge damage, and investigators linked him to the fatal crash.
