Report: Ticketed drivers ‘guilty until proven innocent’ in D.C.

WASHINGTON — A new report from the D.C. Office of the Inspector General finds that when drivers get a speed camera or parking ticket in the District of Columbia, they’re presumed guilty until they can prove themselves innocent.

“One of the beauties of parking, it’s like the [Internal Revenue Service]. If you get a parking ticket, you are guilty until you have proven yourself innocent.
