New Veterans Affairs medical facilities would be opened under a House-Senate compromise bill to shorten delays in treating veterans. The legislation authorizes $1.3 billion to lease 27 new outpatient clinics and other medical facilities in 18 states and Puerto Rico. Most will not begin operation for at least two years.
