Millions on New York’s Long Island and in southern New England braced for the possibility of flooding, toppled trees and extended power outages, even as Henri was downgraded from a hurricane to a tropical storm early Sunday, still packing wind gust of up to 75 mph as it began lashing the northeastern U.S. coastline.
