Temporary spending bill highlights

A must-do temporary funding bill has been selected as the House legislative vehicle to grant President Barack Obama’s request to permit the U.S. military to arm and train Syrian rebels to fight Islamic State militants. Here are highlights of other elements of the measure, which is needed to prevent a government shutdown at month’s end. It would:

–Fund federal agencies at current spending levels through Dec. 11.

–Renew the charter of the Export-Import Bank, which helps finance foreign purchases of U.S. exports, through June 30, 2015.

–Extend a federal ban on state and local governments taxing access to the Internet.

–Provide $88 million to help the Centers for Disease Control and Prevention respond to the Ebola outbreak in Africa and develop new drugs and vaccines to combat the deadly disease.
