D.C. Mayor Vincent Gray is considering whether to veto the D.C. Council's decision to force large retailers to pay higher wages. Wal-Mart has threatened to pull the plug on three D.C. stores as a result of the vote, and Gray says he's also looking at what the measure could mean for other businesses like Lowe's and Wegmans.
