    A defiant Gov. Larry Hogan referred to critics of his school start date order as “whiny” and said opposition to beginning the school year after Labor Day as nonsense during an event with the Greater Bethesda Chamber of Commerce on Friday in Montgomery County, where the state’s largest school system had planned to seek a waiver from the mandate.
