For over a quarter-century, Congress has failed to pass an annual appropriations budget on time, making continuing resolutions and government shutdown threats a distressingly common occurrence. This year is no different, with lawmakers passing yet another stopgap spending bill this month. While budget disputes are inherent in American politics, continued Washington gridlock poses a significant threat to defense innovation, essential for maintaining military preeminence in the face of evolving threats from countries like China, Russia and Iran.
A continuing resolution, which the government is currently operating under, is not the answer. These short-term, stopgap measures that keep key government institutions and agencies functioning while Congress can coalesce around a complete budget package, fail to adequately provide funding for the DoD to launch innovative new projects.
