Viewpoint: Why DCA’s Perimeter Rule must be safeguarded

In response to Jennifer Aument’s recent opinion column in the Washington Business Journal, it’s disappointing that someone involved in the national capital region’s transportation sector would support a proposal to bring more congestion and flight delays to Reagan National Airport (DCA), which is home to America’s busiest runway and already operates at full capacity — with a takeoff or landing every minute through much of the day.

Citing a consultant’s report funded by proponents of legislation to add 28 new daily flights at Reagan National, Ms. Aument calls for eliminating DCA’s “slot and perimeter rules” that manage congestion at the airport, claiming the additions would be “manageable” and would somehow limit aircraft noise. But a May 25 study by the Federal Aviation Administration (FAA) says the consultant’s “analysis claiming to show that DCA can support the increase is flawed and does not directly tie to the physical airport capacity” and that “additional…
