Developers have three visions for housing, recreation space atop a D.C. parking deck

What to do with underutilized space above a two-story parking garage? A trio of development teams have some ideas for a District-owned surface lot and adjacent park at Second and K streets NW in Mount Vernon Triangle.

The District-owned lot, and the air rights above it, sit atop a parking garage and I-395 and across from the massive Capitol Crossing project currently under construction. Last spring, the Office of the Deputy Mayor for Planning and Economic Development issued a Request for Proposals for potential redevelopment options.

Here are some of the details of the responses presented at a community meeting on Wednesday:

Thoron Capital and Tishman Speyer have teamed with Handel Architects LLP on a plan to turn the parking deck into a recreational and arts space and put residential development at Cobb Park, located to the west of the garage.
