Developers are chafing at the Leesburg Town Council’s form-based code for the Crescent District redevelopment zone south of the town’s historic downtown, Leesburg Today reports.
The form-based code allows for complete by-right building up to five stories within the Crescent District, as long as the builders adhered to certain design principles.
