WASHINGTON — Former Montgomery County District Court Commissioner Israel Mangroo has been charged with visual surveillance with prurient intent and misconduct in office for allegedly taking an up-skirt photo of a woman in his office.
Commissioners are judicial officers, appointed by the Chief Judge of the District Court of Maryland. They review applications for charging documents to determine whether probable cause exists to issue charging documents.
They conduct initial appearance hearings on arrested individuals to decide the conditions of pre-trial release.
On Nov. 21, Mangroo allegedly asked the woman, who works in the Montgomery County State’s Attorney’s office, to come to his office to clarify something on his computer.
As the woman looked at the computer, Mangroo allegedly put his cellphone in a position to take the photo. The woman said she saw a flash or shutter movement from the camera phone.
Mangroo’s trial is currently set for Jan. 28, 2016 in Montgomery County District Court in Rockville, Maryland.
According to Montgomery County Police, Mangroo has been fired from his job.
