Glen Burnie man charged with first degree rape and assault in 2014 incident

WASHINGTON —  A 52-year-old Glen Burnie, Md., man has been arrested and charged with first degree rape and assault, along with numerous other sex offenses, after he allegedly attacked a woman along Crain Highway in July 2014.

Police say that Steven Joseph Proctor  might also be linked to a September 11 assault reported in the same area in the early morning hours on Hospital Drive.

Police say they located Proctor in the 7500 block of Ritchie Highway, Glen Burnie, and took him into custody on Thursday.

According to the 2014 report, Proctor had allegedly approached the victim at approximately 1:45 a.m. on July 12, brandished an edged weapon, and raped her. He then took off on a bicycle toward Crain Highway, according to the victim. In the September incident, the victim said she was assaulted by a man with a similar description  behind a shopping center on Hospital Drive. He had also brandished a weapon and was riding a bike.

Police say Proctor is currently in the Anne Arundel County Detention Center on a no bond status.
