Montgomery County Police have identified Esperanza O. Vasquez of Silver Spring as the driver they think is responsible for the death of 13-year-old Deborah Roxana Reyes Casasola earlier this week.
Officials say Vasquez, 33, does not have a Maryland driver's license or a Maryland learner's permit. Police are working to determine if she is licensed to drive in another state.
The owner and front passenger of the car is identified as Roland B. Delgado- Romero, also of Silver Spring. A third passenger in the backseat has not been identified, but police say she has her learner's permit.
That passenger was seen practicing driving in the parking lot of Eastern Middle School where the fatal accident occurred. At some point, the three women switched seats and Vazquez took the wheel.
At this time, no charges have been made.

WASHINGTON -- A 13-year-old girl died after being hit by a car in Silver Spring Tuesday night.
The Montgomery County police say that a 13-year-old girl, identified as Deborah Roxana Reyes Casasola of Silver Spring, and a woman were watching a soccer game at Eastern Middle School on University Boulevard. At about 8:30 p.m., a Ford Escape that was being driven in the rear parking lot of the school left the lot and hit them, as well as a sign and a tree.
The woman was taken to a hospital with minor injuries and Casasola died from her injuries. The woman and Casasola are not related.
Montgomery County Police Spokeswoman Cpl. Rebecca Innocenti says there were three people, all adults, in the vehicle at the time of the crash, but it is not yet clear who was driving.
"We really need witnesses to come forward and help us determine who was driving this vehicle," Innocenti says.
Montgomery County police are asking anyone else with information to come forward.
"Police do have some helpful witness information, but are looking for additional information," Innocenti says.
The police ask anyone who saw the crash but didn't speak to investigators on the scene to call 301-279-8000.
