Joel Oxley Announces Retirement After Nearly 35 Years of Leadership at Hubbard Broadcasting Washington DC

Washington, DC — May 2026 — Joel Oxley, long time Market President and General Manager of Hubbard Broadcasting’s Washington, D.C. operations, announced that he will retire later this year, concluding a distinguished career spanning nearly 35 years with the company and almost 28 years as General Manager.

Under Oxley’s leadership, flagship brands WTOP News, Federal News Network (FNN), and 2060 Digital have achieved consistent growth in revenue, profitability, and audience reach. The organization is on track to exceed last year’s performance and outperform its 2026 budget, reflecting strong results across digital, audio, video, and social platforms.

“Our success is the result of extraordinary people doing exceptional work every day,” Oxley said. “I’ve been fortunate to work alongside some of the most talented journalists, finance people, marketers, sales professionals, tech people and leaders in the industry.”

During the past year alone, the organization successfully launched several high-profile initiatives, including America’s 250th anniversary series, the upcoming TOP Workplaces program debuting this June, and preparation for the new WTOP.com website, scheduled to launch in the third quarter. Audience growth for both WTOP and Federal News Network remains strong, and the quality of journalism continues to stand out during one of the busiest news cycles in the organization’s history.

Oxley’s retirement decision comes at a time of organizational strength and momentum.

“Because we are in such a solid position, this is the right moment for leadership transition,” he said. “This was 100% my decision and at 65, I’m ready to begin the next chapter of my life, knowing the company is exceptionally well positioned for the future.”

Hubbard Broadcasting President and CEO Ginny Hubbard has expressed full support for Oxley’s decision. Oxley will remain actively involved over the coming months to support a smooth leadership transition. He will also continue in an advisory and consulting role with Hubbard Broadcasting following his retirement.

“Joel’s leadership, integrity, and deep commitment to excellence have shaped this organization for decades,” Hubbard said. “His impact on our people and our brands is lasting, and we are grateful for his remarkable service. We are also incredibly grateful that he is willing to continue offering his experience and expertise to the company once he steps away from leading WTOP-WFED’s daily operations and strategy.”

The search for Oxley’s successor will include both internal and external candidates.

Reflecting on his tenure, Oxley shared heartfelt appreciation for those he worked with over the years.

“The reason I’ve stayed for nearly 35 years is simple — the people,” Oxley said. “What we do here matters. We make a difference in our communities, for our audiences, and for the businesses we serve. I will always be deeply grateful for the honor of working alongside so many great colleagues and for such a great company.”
