Congress is returning to Capitol Hill after its summer recess, ready to take on a wide range of issues, including gun legislation following recent mass shootings. Congressional Democrats — and some Republicans — are also ready to try to reassert the “power of the purse,” following President Trump’s decision to divert military funds for the border wall.
