Target USA — Episode 147: Interview with Maj. Gen. Roger Cloutier, commander of US Army Africa

Africa has a serious terrorism problem from the Islamic State group, al-Qaida, al-Shabab, Boko Haram and numerous other small groups that seek constantly to take advantage of the instability on the continent. The U.S. has for many years sought to help African nations develop their own capacities to better secure themselves. But longstanding problems reaching back to Africa’s colonial era, when the land was carved up at the Berlin Conference in the late 1800s, and later corruption, foreign meddling, natural and human disasters has kept the continent, as a whole, in a constant state of instability. The U.S. military plays a major role in helping Africa help itself. Major Gen. Roger Cloutier, commanding general of U.S. Army Africa, joins us on this episode of Target USA, to bring some context to its mission.
