To the displeasure of nearby residents, CSX has won Federal Highway Administration approval of a plan to rebuild and expand a 100-year-old freight railroad tunnel in Southeast D.C., The Washington Post reported.
Neighbors of the tunnel, which passes under Virginia Avenue SE, are concerned about traffic congestion, dust, noise and other disruptions over the three-and-a-half years it is expected to take to add a second set of tracks to the tunnel and make it tall enough to accommodate double-decker freight cars.
CSX has been pushing to enlarge the tunnel to eliminate delays that occur from the current single-track configuration of the tunnel.
