CHESAPEAKE, Va. (AP) — A Virginia man has been accused of stealing water service and rigging a pipe that shocked an employee trying to turn it off.
Media outlets report 23-year-old John J. Cirillo of Chesapeake was arrested Tuesday on one count each of malicious wounding and theft of services.
According to a search warrant affidavit filed in circuit court, a water utility employee was injured May 28 outside Cirillo’s home while she was disconnecting a plastic pipe that was rigged to city water without a meter.
The affidavit says two batteries were connected to the pipe and the employee required medical attention for an electric shock.
Cirillo’s water service had been turned off in early April for unpaid charges.
