The District has a redevelopment plan for its 66.57-acre portion of the Walter Reed Army Medical Center campus. Now it needs a map.
Before D.C. submits its proposed Walter Reed zoning to the D.C. Zoning Commission and before it dives into heavy negotiations with the Army for conveyance of the site, the District must first figure out exactly what it has.
The Office of the Deputy Mayor for Planning and Economic Development issued on Friday request for proposals seeking a contractor to provide survey, mapping and “conceptual road” support.
D.C. is expected to acquire nearly 67 acres of the 110-acre campus for redevelopment as a mixed-use community. The State Department is taking the rest. For now, the site is zoned only for federal uses and remains under Army control.
Having adopted a guiding small-area plan for the Walter Reed redevelopment, the District will next draft zoning regulations and zones for the site that can be presented to the Zoning Commission and Army, as early as the fall.
The selected contractor will build a boundary and topography map, an ALTA Land Title survey, developable land estimates and legal descriptions of each block. Bids are due June 14 by 2 p.m.
Meanwhile, the District is weighing the bids of five teams angling to lead the Walter Reed transformation. The master developer candidates include Forest City Washington, Hines Interests LP, Roadside Development LLC, The Wilkes Co. and Western Development Corp.
The chosen team will be responsible for planning, design, entitlements, infrastructure, financing, permitting, construction, community engagement, sales and leasing and ongoing management.
