WASHINGTON — The Maryland-National Capitol Park Police, Prince George’s County Division, are looking for a man who is suffering from severe dementia and disappeared from a picnic for elderly citizens at Watkins Regional Park in Upper Marlboro on Friday.

Lubin Phipps, 80,  was last seen at around 1 p.m. Friday.  He is described as a black male, 5’ 6” tall, thin build (142 lbs.), brown eyes, and greyish, slicked backed hair. Phipps, originally from the Virgin Islands, speaks with a heavy accent. Much of what he might say to a stranger will likely reference the Virgin Islands, according to police.

Phipps was last seen wearing a beige colored, long-sleeve shirt, tan pants, and sandals. He is described as a fast and determined walker.

Police say he is likely  in the nearby communities of Mitchellville, Bowie, or Upper Marlboro.
