    If we
    are going to target age groups that cause accidents; let's start with teenagers.

    Think about what this is attempting to do
    Maryland continues to implement new fees, raise taxes, increase taxes and it never ends except for one thing. So many people are out of work that Seniors are one of the few groups left with an income (albeit retirement). If renewals are twice as often, that's another way of saying they are twice as expensive for this group. Enough is enough.
