    Just what is the scope of the problem?
    Are we having many injuries due to recall notices not being acted upon, or is it a relatively minor problem? Are the pproposed measures reasonable or will they have unintended consequences?

    Most rental companies sell their cars after 20,000 miles or so. Anyone buying a used car should determine if there were any recall notices on the vehicle and when, or if, the repairs were made.

    In the case of a significant recall there is no question that it should be implemented immediately, even if that means there will be insufficient numbers of cars available for rental, but many recalls are relatively minor or are not time sensitive.

    Perhaps what is needed is not a law covering this one situation but one covering car rental safety in general. It would be reassuring to know that the brakes on the car have been checked recently, or that the tires are safe.

    you might look into Enterprise
    Who several years ago purchased thousands of Impalas and saved millions by not having the side air bags installed to save millions.
    Unfortunately, or fortunately, they got caught.

    Deletion of the side air bags, while not a good idea, was an option offered by GM.
    They offered to buy back the cars sold. No info on any injuries resulting from the deletion.

    Attention Good People: Don't rent from companies that fail to follow recalls. Ask before signing on the dotted line.

    I forgot - people don't want to think these days, they want someone else to do it for them.
