WASHINGTON – Police have arrested their fourth and final suspect in the videotaped beating of a man on St. Patrick’s Day in downtown Baltimore.
Shatia Baldwin, 21, was arrested Wednesday morning just after midnight and will face a judge Wednesday, Baltimore police say. She is charged with armed robbery, theft and first- and second-degree assault. A third suspect, 18-year-old Deangelo Carter, also was apprehended on Tuesday.
Police attribute identifying Baldwin and her subsequent arrest in part to “community intelligence.”
“It really was an incident that outraged Baltimore,” says Anthony Guglielmi, a spokesman for the Baltimore Police Department.

The beating was captured on cellphone video and went viral across the country. In the video, a crowd laughs as the victim, a Virginia man, is punched in the face and knocked on his back, with his head slamming the pavement. The crowd then strips him naked and takes his belongings, including his car keys, watch and phone.
The victim told police he woke up in his hotel room the day after the attack with a black eye. He was missing his watch, phone and car keys.
Police say Baldwin can be seen in the video wearing a red hat and allegedly saying, “Let’s take his car keys.” Police say another suspect — 20-year-old Shayona Davis, whose arrest was announced Monday — can be seen hitting the victim with her high-heeled shoe.
The footage helped police identify the suspects, they say. Initial tips came from as far away as California.
Police are not investigating the beating of the man, who is white, as a hate crime. All of the suspects who attacked the man are black.
