New phase of 3rd Street Tunnel project brings lane closures

WASHINGTON — Construction on Interstate 395 and the 3rd Street Tunnel is entering a new phase that will require lane closures and lane shifts.

Heavy equipment is being moved into position for deep foundation work that will begin July 13 and extend until February 2016.

While two travel lanes will stay open in both directions during morning and evening rush hour, there will be single lane closures during the day and at night in nonpeak travel periods.

The work will also occasionally close I-395’s 3rd Street on ramp and Second Street off ramp.

“It’s really about reading the signage, reading the detours, being careful both for themselves, the other motorists and the workers in the roadway,” says Sean Cahill, vice president, Property Group Partners, the real estate company extending the tunnel and building offices and residences atop it.

“We are creating three city blocks, we are connecting two streets — both F and G Streets — over new bridges,” Cahill says.

The project is expected to include four new office buildings, retail space and luxury residences. The development is also intended to reconnect the Northwest neighborhood to Capitol Hill, now divided by I-395.

To facilitate the deep foundation work, single lane closures can occur 11 a.m. to 3 p.m. northbound and 11 a.m. to 12 p.m. southbound, Monday through Friday and all day on Saturdays.

There will also be single-lane closures at night between 11 p.m. to 5 a.m.
