The smell of reefer wafted across District neighborhoods Thursday night. As residents took up joints, even top advocates of city autonomy started to prepare for tough times on Capitol Hill. The decision by the city to legalize marijuana has angered members of Congress who control the purse strings for a half-billion dollars of D.C. funds.
