WASHINGTON -- A Pepco contractor is lucky to be alive after a bizarre explosion in Northwest on Thursday.

An explosion in a manhole left the man with second degree burns to his face and hands, a D.C. Fire and EMS spokesman says.

Officials say the man was exposed to live wire while working underground in a manhole at New Jersey Avenue and K Street in Northwest around noon.

The explosion caused a power outage in the Capitol Hill area.

Pepco says around 170 outages remain.
