County Officials Continue To Bemoan Maintenance of Effort Law – Montgomery County officials continue to criticize the state’s maintenance of effort law for school funding. The law, a more stringent version of which was passed in 2012, requires counties to provide the same amount of per-pupil funding each year. So unless a school system’s population decreases, school costs are required to go up, or the county will face penalties in the form of the state withholding school aid. Leggett’s proposed budget for FY 2015 goes $26 million above the minimum required, which Councilmember and county executive candidate Phil Andrews has criticized. [The Gazette]
