WASHINGTON – For the second straight morning, many in the area are without power.

PEPCO is reporting 2,300 outages in Northeast D.C. A spokeswoman says that the outage was caused by a bird flying into equipment and they expect to have power restored by 1 p.m.

Dominion Power had reported 700 outages in the Herndon area after a substation problem this morning, but power has been restored.
