Va. Legislature considers income tax for roads, NOVA

Nine local governments in Northern Virginia would be allowed to impose an income to pay for local road projects under a bill advancing through the legislature. Local opponents liken the measure to legislative surrender as the state continues to struggle to fund transportation.
