Federal judge denies challenge to life sentence

BALTIMORE (AP) — A judge has ruled that a life sentence imposed on a Walkersville man for his role in his estranged wife’s slaying cannot be challenged in federal court.

U.S. District Judge William D. Quarles Jr. ruled in federal court in Baltimore on Monday that 58-year-old William Fagan had failed to show why he should be able to ask for a hearing so long after the sentence was imposed in 2003.

The News-Post of Frederick reports (http://bit.ly/1rGM8IA) that Fagan pleaded guilty to murder conspiracy in the shooting of 30-year-old Deborah Fagan in 1992. He was sentenced to life with all but 10 years suspended and was released in 2000. A drunken driving conviction in 2003 violated his probation and sent him back to prison for life.
