FORESTVILLE, Md. – The investigation into a deadly hit-and-run crash on the Capital Beltway Wednesday morning may be a challenge for investigators.

Authorities say 53-year-old Douglas Diggs of Capitol Heights, Md., was hit and killed by a vehicle as he walked along the Outer Loop between Md. 202 and U.S. 50 after 3 a.m.

“An unknown vehicle struck the pedestrian,” says Maryland State Trooper Stephen Ayling. “There’s very little debris left from the vehicle.”

Authorities do not have any witnesses to the incident, and they are not sure why Diggs was walking on the highway.

“We have state highway sign boards out to see if any witnesses, anybody can come forward,” Ayling says.

The investigation scene slowed traffic to a crawl just north of Route 202 Wednesday morning, but officials cleared the area before peak drive times.
