WASHINGTON (AP) -- A leading House Republican has introduced a new bill that would give the District of Columbia more control over its municipal budget.

The bill from Rep. Darrell Issa (EYE-suh) of California comes as a referendum approved by district voters to accomplish the same goal is about to be added to the city charter. House Republicans and some city officials have cast doubt on whether the referendum has the force of law.

Issa has voiced reservations about the referendum. But he supports budget autonomy for the district, and the bill he introduced Tuesday night is his second attempt to achieve it.

The bill would allow the district government to set its own fiscal year and to spend local tax dollars on its own if Congress fails to approve the city budget.
