DENTON, Md. (AP) -- State police say a 17-year-old driver who dragged a trooper alongside a car in Caroline County appears to have done so inadvertently and will not be charged.
Police also said Thursday that the trooper's condition has been upgraded from critical to serious.
The trooper was off-duty at the time of the incident Wednesday night, and police say he was not in uniform and did not display his badge. Police say the trooper thought the driver and his two companions were committing some kind of vandalism. But police say it turns out they may have been using the car to try to push a trashcan out of the roadway.
Police say the teen was startled by the trooper and may have driven away out of fear for his safety.
