D.C.-area airports board shuffle fails in House

RICHMOND, Va. - A measure to reshuffle the governing board of the multi-state authority that oversees Washington's Dulles and Reagan National airports failed to achieve the four-fifths majority it needed to pass Virginia's House as emergency legislation.

The bill that would increase the number of seats on the Metropolitan Washington Airports Authority Board from 13 to 17 with seven members from Virginia instead of five got an affirmative vote of 71-29.

But because the bill contained an emergency clause that would make it effective upon Gov. Bob McDonnell's signature, it required 80 yes votes in the 100-member House.

Democrats questioned the urgency of the issue and argued unsuccessfully to remove the emergency designation.

That kills the House bill, but perhaps not the issue. A companion bill without the emergency clause remains in the Senate.
