Va. crime panel to study cigarette smuggling

RICHMOND, Va. (AP) -- The Virginia State Crime Commission will study cigarette smuggling over the coming year.

The panel considered asking the General Assembly's investigative agency to conduct the study. But the crime commission's chairman, Sen. Tommy Norment, says the Joint Legislative Audit and Review Commission already has a heavy workload. He says the issue is too urgent to possibly wait up to two years for recommendations.

Among the ideas the panel will examine is the feasibility of turning enforcement over to the Alcoholic Beverage Control department or another state agency.

On other matters, the commission took no action Monday on proposals to decriminalize child prostitution, to expunge convictions of women who are forced into prostitution and to make sex between a teacher and an adult a crime.
