Report: Confederate flag in Va. lacked permits

CHESTER, Va. (AP) -- A Confederate battle flag was raised along Interstate 95 south of Richmond without proper permits.

A group called the Confederate Flaggers erected a 50-foot pole to display the large flag on Sept. 28, causing a stir in the Richmond area.

A Chesterfield County spokesman told the Richmond Times-Dispatch (http://bit.ly/1c8hHTu ) the oversight was based on a miscommunication, and he said the group was expected to fill out the necessary forms on Friday.

About 200 people gathered in a clearing on private property along the interstate to see the flag rise. They said they simply wanted to honor Southern war dead, not offend anyone

Opponents said Confederate symbols are offense and divisive. In response, a large American flag was unfurled at a construction site in Richmond.
