VIRGINIA BEACH, Va. (AP) -- A Virginia Beach child services agency is once again facing scrutiny following the starvation of a 13-month-old boy.
The Virginian-Pilot reports (http://bit.ly/182CF4Z) the city's Department of Human Services was investigating the baby's mother, Amanda Louise Barrington, after receiving six neglect complaints regarding the boy and his older brother. Barrington was arrested Friday on a felony child neglect charge.
The death came as the department was amid changes mandated in a scathing state review after the death of another child in 2010. The department has reorganized, added staff and changed policies.
Director Dannette Smith says the department will undergo further policy change, including evaluating the supervision of workers in the field as well as how family and community members are approached in investigations.
