RICHMOND, Va. - A resident of a Richmond apartment building faces charges of causing a water leak that prompted an evacuation and led to the structure's condemnation.

The Richmond Times-Dispatch ( reports that 56-year-old Gloria M. Snead is charged with destruction of property and violating the statewide fire prevention code.

Firefighters estimated water poured through the 11-story Grace Place apartment building at an estimated 30 to 40 gallons a minute after the leak occurred Jan. 15.

The leak displaced 26 residents.
