D.C. mayor declares state of emergency

WASHINGTON - Mayor Vincent Gray has declared a state of emergency in Washington in anticipation of the effects of Hurricane Sandy.
The mayor issued the declaration Friday afternoon. He said agencies will work throughout the weekend to prepare the city for the hurricane.
